This comparison plan shows the gold standard GTR bypass route as resolved in the 2001 EIS alongside the existing railway embankment v. Byron Council's Butler Street Bypass proposal. Very clearly it describes the immediate impacts the Council's proposal will have on the markets precinct, the heritage conservation area of the Butler Street neighbourhood and the significant stretch of SEPP 14 protected wetlands required to be cleared. The proposed GTR rail corridor alternative route has been demonstrated to deliver better environmental, community, cultural, traffic, heritage and economic outcomes for the project. The GTR proposal received approval in principle from all State Government departments in 2001. In 2016 Byron Shire Council refused to approach State Government to seek approval for the use the rail corridor despite being invited and instructed to do so by NSW Department of Planning and further invited by Transport for NSW.
